A computer glitch will result in a significant delay in the implementation of one aspect of Obamacare that would have allowed insurers to assess "tobacco-use penalties."
Though Obamacare requires insurance companies to accept all applicants, it also lets them charge smokers up to 50-percent higher premiums — which could make rates prohibitively expensive for older insurees.
At the same time, the law stipulates that insurers can't charge older members more than three times what younger ones pay, and for the moment, the math won't work. One possible suggestion is to knock down the penalty to 20 percent, but any change in the law will take time.
